On January 12, 2023, the Rancho Water Board of Directors appointed John E. "Jack" Hoagland to serve as alternate director on the Santa Rosa Regional Resources Authority Board of Directors.

Director Hoagland was elected to the Rancho Water Board of Directors in November 2020. His current term expires in December 2024. He represents Rancho Water as the representative to the California Association of Sanitation Agencies (CASA).

Director Hoagland has lived in the Temecula Valley with his wife for over 33 years. He has served as the Manager for several water districts and cities' water utilities in Southern California during his 40+ year career in the water and wastewater industry.  A member of the original City of Temecula Planning Commission, he also served for 16 years on the Rancho Water Board of Directors from 2001 to 2017.  Mr. Hoagland was a representative on the CASA Executive Committee for 10 years and served as President of the Association in 2015.  A native of Southern California, he holds a bachelor's degree in Chemistry from San Diego State University and a mater's degree in Civil Engineering from the University of California, Los Angeles.
