On September 10, 2020, the Rancho Board of Directors appointed William E. Plummer to serve as the alternate director on the Santa Rosa Regional Resources Authority Board of Directors, filling the vacant seat left by Danny J. Martin who passed away in August. Mr. Plummer was first elected to Rancho's Board of Directors in November 2005 with successive re-elections in 2009, 2013, and 2017. His current term will expire in December 2022.
Married with two children, Mr. Plummer has resided in Temecula for over 34 years. He retired as Deputy City Engineer for the City of Carlsbad, and was previously the Chief Engineer/Assistant General Manager at Eastern Municipal Water District. Mr. Plummer's experience includes over 40 years of planning, financing, designing, and constructing water and wastewater systems. He currently provides engineering consulting services. Mr. Plummer has previously served on the Santa Margarita River Watershed Planning Group and Technical Advisory Committee with the Encina Wastewater Authority, and has helped coordinate with various San Diego County water agencies to develop recycled water and desalinated seawater supplies. Mr. Plummer holds a bachelor's and master's degree in civil engineering.
